Immigration Part II.. Philippines. Have you seen the movie Terminal – Tom Hanks. I was just wondering why?

the US Government could not touch him while inside the Airport Terminal. It seems that although he stepped foot in the US soil, he is still not ‘technically’ inside. What are the rules governing this.

As do Sporter and clncarplz.

But his is a special and unqiue circumstance.
Since has he not passed through customs yet, he is free to roam in that area, where travellers are considered in transit (i.e. waiting for their next flight out).

I am pretty sure it is the same for all International airports, but as I have said, his was a special circumstance.
